Tyreek Hill's representative labels the Dolphins player's pre-season opener detainment as "heart-wrenching, disconcerting, and unnecessary."
Talking to CNN's Sara Sidner, Rosenhaus expressed his shock about the situation.
"Tyreek was simply trying to get to work, trying to play a game, just doing his job," Rosenhaus said on CNN News Central. "For cops to arrest him like that, push him down, hit him – it's heartbreaking."
Various social media clips showed Hill being arrested and on the ground with four cops around him before the Dolphins game against the Jacksonville Jaguars. The Dolphins stated on social media that Hill was momentarily locked up by the police due to a traffic mishap about a block away from Miami's Hard Rock Stadium and was promptly released afterwards.
The precise reasons for Hill's detention by the police are still unclear.
Hill scored an 80-yard touchdown in Miami's 20-17 win against the Jaguars, celebrating by placing his arms behind his back with his wrists together – maybe symbolizing his earlier handcuffs on Sunday.
Rosenhaus thought the celebration was Hill's way of dealing with the incident.
"It's downright humiliating to see pictures of you in handcuffs, lying on the ground with cops kneeling on you, pushing you around, treating you like a criminal," he said. "I wholeheartedly believe that celebration was his method of coping with something so disturbing."
Rosenhaus went on to say, "To Tyreek's credit, he managed to keep his cool and play the game, scoring a spectacular 80-yard touchdown to help the team win, come back from behind. His performance was stellar.
"But what happened before the game was disgraceful, unacceptable and should not happen in this society. Who would have thought after George Floyd that we'd still see people treated unfairly and unnecessarily?"
Hill stated after the game that he was still perplexed about his pregame encounter with the police.
"I never disrespected anyone since my mom raised me not to, I didn't swear, didn't do anything out of line," Hill said at his postgame press conference. "I'm still trying to figure things out."
MDPD Director Stephanie V. Daniels confirmed on Sunday that an investigation has begun into the incident and one of the officers involved has been put on leave. A second Dolphins player, Calais Campbell, also stated that he was handcuffed when attempting to engage with the officers at the scene.
Rosenhaus told CNN on Monday that "there's no doubt" that there will be "consequences" from the situation involving Hill.
"If Tyreek wasn't an exceptional athlete in top form, who knows how this could have affected him," he said. "He was sore, he was hurting, mentally and physically traumatized – we're searching for answers and will pursue this as far as the law allows."
The Dolphins are preparing to face their division rivals, the Buffalo Bills, on Thursday at Hard Rock Stadium.
CNN's Kevin Dotson contributed to this report.
