It's possible they're trying to trigger a mass exodus from the city.

At 8:12, the Institute for the Study of War (ISW) reports that Russian forces are making strategic progress in the northern Kharkiv region. They continue to advance in seemingly lesser-defended areas. The ISW also states that the size of the involved units doesn't suggest a large-scale operation to take over Kharkiv.
