The agreement came as a surprise after Hungary's Prime Minister Viktor Orban had previously announced his opposition. "There is no reason to discuss anything, because the conditions have not been met," said Orban at the start of the meeting in Brussels.
The EU summit had also granted Georgia candidate status, Michel continued. The EU will start negotiations with Bosnia and Herzegovina "as soon as the necessary level of compliance with the accession criteria is reached", he said. "A clear signal of hope for the people there and for our continent," added the EU Council President.
