Federal Finance Minister Christian Lindner continues to question the basic child benefit and views language support and better jobs for parents as the most effective ways to address child poverty. Speaking to the Funke Mediengruppe, Lindner highlighted that there were two key conditions attached to the proposal: fewer bureaucratic measures and increased incentive to work. "Now we're hearing about 5,000 new civil servants," the FDP president pointed out, adding that this could discourage 70,000 people from choosing to work.
Lindner urges the parliamentary process to review whether the political conditions can be met. He stresses that parental poverty is typically the root cause of child poverty, with migrants also playing a role in contributing to the issue. Lindner believes that better daycare facilities, school support, language assistance, and parental jobs are the main levers to combat child poverty.
Doubts among FDP and SPD, Greens remain steadfast
The basic child protection initiative is currently being considered in parliament. On Thursday, vice-chairpersons of the SPD, Greens, and FDP parliamentary groups convened to discuss the matter. While there was some progress, a complete resolution was not achieved.
The coalition partners agreed in their pact to introduce a basic child benefit. The Greens, in particular, are promoting this reform as it's considered their key social initiative. The reform aims to consolidate existing benefits such as child allowance, citizen's allowance for children, and child supplement.
The basic child allowance bill was already endorsed by the cabinet last fall. Within the coalition parties SPD and FDP, there are significant concerns regarding the specifics of the proposal. Their primary concerns are the implementation, the necessary staffing, and the potential incentives for the new system. Nonetheless, Federal Minister for Family Affairs, Lisa Paus, is hoping for implementation by January 1, 2025.
