United States prepares for security pact with Ukraine

President Joe Biden and his Ukrainian counterpart Volodymyr Zelenskyy are set to sign a bilateral security agreement on Thursday at the G7 summit in Italy, according to Jake Sullivan, Biden's national security adviser. He shared this information with journalists during their flight to Italy. Fifteen countries have already agreed to similar deals with Ukraine. Sullivan confirmed that negotiations between the US government and Kiev have been concluded.
While Sullivan didn't reveal any specifics about the content of the agreement, he did state that it wouldn't involve sending troops to protect Ukraine. He said, "It's a pledge that we will ensure that Ukraine can defend itself."
Sullivan also hinted that the agreement would mention the US would work with Congress to find a way to provide "ongoing" support for Ukraine. He didn't give any concrete details and emphasized that exact amounts wouldn't be mentioned in the agreement. Recently, Republican lawmakers prevented new financial aid from being approved for Ukraine in the parliament.
Biden's adviser referred to the agreement with Ukraine as a "bridge" towards a possible NATO membership for the country. "This bridge involves helping Ukraine create the capabilities it needs for its own security and the preservation of its sovereignty and territorial integrity." He emphasized, "With the signing, we will also be signaling our commitment to Russia." If Putin thinks he has more strength than the coalition of Ukraine supporters, he's wrong. The US reaffirmed its commitment to Ukraine through the agreement.
Sullivan also clarified that the agreement wouldn't contain any promises to provide specific weapons systems. Instead, it would lay out the groundwork for cooperation between the two countries. He didn't respond to reports of the US providing Ukraine with another Patriot air defense system to better defend against Russian aerial attacks. Providing Ukraine with more air defense systems is one of Biden's top priorities. Any news on this matter would make its way to the US government.
