Ukraine meets requirements for EU membership discussions.

The EU Commission finds no issues with starting accession discussions with Ukraine and Moldova. But fast progress might be delayed by additional demands from Hungary.

Both Ukraine and Moldova have reportedly fulfilled all necessary requirements set by the European Union to initiate talks on becoming members. According to diplomats, they've removed any lingering concerns this March - like improving measures for minority protection and limiting the influence of oligarchs in Ukraine.

The German government previously stated that it believes Ukraine meets all criteria for EU accession negotiations. Still, there's uncertainty about a rapid start. Hungary has been making extra requests to approve such talks, such as specifying minority protection more explicitly in documents related to the negotiations. Their motive is concern over the treatment of the Hungarian minority in Ukraine.

Following a December EU summit, the start of accession talks with Ukraine and its fellow country, the besieged Moldova, was determined. Before negotiations could begin, all reform criteria needed fulfilment, and all EU members had to concur with a framework outlining guidelines and principles for the process.

Ukrainians view the opening of EU accession negotiations as a crucial sign of fighting on against Russia. It's unclear how long the process will take from the start of negotiations until Ukraine enters the EU. Turkey, a candidate since 1999, is currently the furthest from joining due to legal issues.

The EU Commission needs to consider Hungary's demands regarding minority protection in Ukraine before starting the accession negotiations in earnest. Despite Hungary's concerns, the EU Commission sees potential for Ukraine's entry into the EU, given its progress towards meeting membership requirements. The Republic of Moldova, alongside Ukraine, has also fulfilled EU conditions, but their integration into the EU may be impacted by Hungary's requests.
