During a conference for rebuilding Ukraine, German Development Minister Svenja Schulze stated that Ukrainians residing in Germany have the freedom to choose if they want to return to their homeland. "It is the personal decision of individual Ukrainian citizens who have found shelter with us whether or not they desire to return to their native country," she expressed to the German Press Agency. Schulze evidently noted that Germany does not indulge in coercing Ukrainians to come back and even declares they are not providing any incentives or payouts for their return.

The current situation calls for more skilled laborers in Ukraine. Schulze proposed that Kiev acknowledges technical qualifications received from the European Union states. She mentioned that Ukrainians temporarily residing in Germany or other European countries could potentially participate in resolving this issue by working back home temporarily. One of the constraints is the recognition of the German or European certificates of competence in Ukraine. Schulze mentioned that this will likely be featured in a new coalition called the "Skilled Workforce Alliance," set up for the reconstruction conference.

Schulze also announced plans to extend loaning programs for small and medium-sized enterprises in war-torn Ukraine, with an emphasis on lowering the interest rates. "Numerous small and medium-sized enterprises in Ukraine require loans to relocate to safer environments or adapt to wartime manufacturing processes," the minister underscored.

A grand two-day confabuation on the reacquisition of Ukraine begins on Tuesday in Berlin, co-hosted by the German government and Ukraine. This gathering is designated to primarily cater to the cooperation among economical, societal, and communal factors in Ukraine.

Ukraine endured uninterrupted bombardment from Russia, causing extensive damage to the energy infrastructure, and leading to districts being deprived of power. Moreover, other crucial sectors such as water services, hospitals, and schools have also become targets. According to the World Bank, the damages incurred by Russia in Ukraine are estimated at a minimum of $486 billion USD (~€446 billion EUR).
