The ratio of part-time and late-joining educators in German educational institutions' faculty is on the rise. As per the Federal Statistical Office's announcement on Tuesday, the school year 2022/23 saw 9.8% of teachers in general education schools not qualifying from a recognized teaching exam. This corresponds to approximately 71,100 educators out of a total staff of 724,800.

In contrast, during the 2012/13 school year, this figure was 5.6%, translating to about 37,400 unqualified educators out of a total staff of 665,900.

Vocational schools see a higher percentage of late-joining educators

According to the Federal Office, the proportion of late-joining educators in vocational schools is over double. In the school year 2022/23, 21.2% of the 123,500 vocational school educators without a valid teaching certificate fell under this category. In the 2012/13 school year, this figure amounted to 11.9% of the 122,900 educators without a valid teaching certificate.

Educators who have not completed a teaching degree and commence teaching without a waiting period are considered late-joiners. Lateral entry educators, on the other hand, are required to go through a waiting period.

Increase in new students in teaching programs, but a decrease in teaching graduates

Last year, the number of new students enrolling in teaching degree programs in the bachelor or state examination system experienced a slight increase after a decline in previous years. According to the data, around 46,400 individuals initiated such a program in the 2023 academic year, marking a 2.4% rise from the previous year yet a 2.1% drop compared to ten years ago.

However, the number of teaching graduates with a master's or state examination degree has been on a downturn in recent years. In the 2022 examination year, with the latest statistics provided by the Federal Office, approximately 28,700 teaching students passed their respective examinations. Despite this being just slightly fewer graduates than the preceding year with about 28,900, the figure had decreased by 10.5% compared to ten years ago.

Germany is known for having a rising number of part-time and late-joining educators in its educational institutions. The country's vocational schools, specifically, have a significantly higher percentage of late-joining educators compared to general education schools.
