People are required to obey instructions.
People living in areas that are prone to floods are neglecting the recommendations of rescue workers and endangering their lives. The Prime Minister of Bavaria, Söder, has issued a strong statement regarding this, and has also asked for backing from the federal government. As communities believe that the state and their citizens are the ones responsible, let's take a closer look.
Amid the catastrophic flooding in Bavaria, the Prime Minister, Söder, emphasizes the significance of human lives over all else. He insists that the public must obey orders for evacuation unreservedly. During an interview with Bavarian Radio, he emphasized, "If you receive an order to evacuate, then you must also follow it and do so."
"The water rises extremely fast, and the water is incredibly hazardous," he declares. "The most crucial thing is to ensure people's safety." He acknowledges that the situation is "extremely severe and critical" in various places, and emergency teams are working round the clock.
In addition to this, Söder is requesting financial help from the federal government. "The water might not linger long, but the aftermath will be astronomical," he said. "Alongside sympathy and empathy, there needs to be support as well." The reconstruction expenses are projected to be immense. Bavaria will obviously contribute, but he also hopes for aid from the federal government.
Representatives from the cities are requesting more support from the state. The Bavarian Municipal Association is advocating for a new strategy in response to the emerging difficulties stemming from weather abnormalities. Hans-Peter Mayer, the Association's Director, tells "Augsburger Allgemeinen", "We need an accord with the state."
Currently, the expenditure from local entities is often quite significant.
The German Cities and Municipalities Association (DStGB) prefers a more self-reliant approach. "The first and foremost, there needs to be more self-responsibility, self-preparation, and a readiness for society to confront the issue together and also to act actively," explains DStGB President Uwe Brandl in the newspaper. This includes measures like giving up land when necessary for flood protection, co-financing safety measures, or abandoning development in the floodplains.
Söder also reinforces the demand for a national insurance for natural disasters. "States are very much in agreement on this. We're facing something of a stalemate at the federal level, particularly with one of the coalition partners of the traffic light, FDP," he criticized. "Having such insurance would be important because we'll face these situations repeatedly."
