In this scenario, Putin levels accusations against external entities for financing terrorism.

Vladimir Putin, the Russian President, claimed some foul play by foreign nations at a tribute commemoration for a gruesome hostage crisis that occurred 2 decades ago. He stated, "We're well-aware that not only was an attempt made from outside to legitimize this heinous act, but various forms of aid were also offered to the terrorists: moral, political, informational, and financial." Putin spoke these words at Beslan, a town in Russia's North Caucasus.

He didn't pinpoint which foreign nation supposedly aided the hostage-takers. On September 1, 2004, over 30 extremists seized control of a school in Beslan, holding around 1,100 kids, their parents, and teachers captive. That day was the first school day of the year in Russia.

The captors had specific demands, such as the release of Chechen inmates. During the school's rescue, 334 individuals lost their lives, including 186 innocent children. Many of the former hostages are now physically impaired. Shamil Basayev, a notorious Chechen terrorist, accepted responsibility for the incident until his demise in 2006.

The school in Beslan will reopen as a "cultural-patriotic center" following a three-year restoration project. Prior to the grand reopening, Putin took a tour of the renovated school. Putin's controversial claims about foreign nations backing the terrorists might also serve to galvanize his own nation in the midst of the ongoing Russian invasion of Ukraine.

Other nations’ involvement in the matter remained unspecified by Putin. The Russian President suggested that other forms of assistance, including moral, political, informational, and financial, were offered to the terrorists.
