For inquiries regarding the Cannabis Law, the Berlin Health Administration has set up a new email address. Citizens can send their inquiry to [email protected], as the administration announced. Additionally, a themed page is soon to be set up on the Health Administration's website, which will compile all essential information.
Three months after the release of cannabis for adults and the private cultivation with numerous requirements, a second stage of the law came into effect on July 1st. Since then, non-commercial "growing associations" with up to 500 members have been able to start. Young adults can grow cannabis together and exchange it among themselves for personal consumption. The clubs must apply for a permit, and regular controls are legally provided for.
Rough start for growing associations in Berlin
The start was, however, more than bumpy in Berlin. Just before almost, the Health Administration announced that cannabis cultivation permits could be applied for at the districts. However, the districts resisted, as there is no official regulation yet, and the exact jurisdiction is unclear. It is also not yet clear how the cannabis clubs should submit their applications and which exact documents are required.
"The Senatsgesundheitsverwaltung is working intensively and in consultation with the Senate Chancellery and all affected Senatsverwaltungen and the districts on the implementation of the KCanG (Consumption Cannabis Law)", a spokesperson stated. Accordingly, the jurisdiction regulation for the signature procedure with the thematically affected Senatsverwaltungen is currently being prepared to be submitted to the Senate.
Subsequently, the Council of District Mayors and Mayors will have the opportunity to take a stance. "In the final step, the regulation will be presented to the House of Representatives." The exact time frame was not specified by the administration. For a fine catalog, there is already a draft.
