Railroad - Uncertainty about the Stuttgart digital node continues

We are in intensive negotiations with the DB on how to drive the further necessary expansion of Digitalization Nodes such as the Digital Node Stuttgart under given budgetary conditions, a ministry spokesperson stated. "A clear goal is the prompt lifting of the committee veto for the financing of the final development phase."

Previously, Baden-Württemberg's Minister-President Winfried Kretschmann (Greens) warned Bundeskanzler Olaf Scholz (SPD) in a letter about the possible failure of the DKS project. In the letter, the Green politician accused the heavily indebted federal railway of prioritizing its own plans over the reserved federal budget funds: "In our opinion, the DB is attempting to divert the allocated federal budget funds for the renovation of the existing network to its own digitalization project." And further: "Despite our understanding that the existing network has high priority, the important future investment in the 'Digital Rail' should not be sacrificed in the poker game for scarce funds."

Background of the long-standing dispute between the Federal Government, German Railways (DB), and the State is a debate about the urgently needed digitalization of the railway in Stuttgart. With the so-called Digital Node, capacity at the tunnel station is to be increased, and in a further step, the S-Bahn in the Stuttgart area may be made more reliable and punctual. However, the financing of this project is uncertain given the tight budget situation. The railway board had initially halted the digital project due to a committee veto.

  1. The Federal Ministry of Transport is actively engaged in negotiations with German Railways (DB) to advance digitalization within the budget constraints, focusing on the Digital Node Stuttgart.
  2. Winfried Kretschmann, the Minister-President of Baden-Württemberg and a Green politician, voiced concerns to Bundeskanzler Olaf Scholz about the potential collapse of the Digital Node Stuttgart (DKS) project.
  3. In his letter, Kretschmann criticized the DB for prioritizing its digitalization project over the allocated federal budget funds intended for the railway's renovation.
  4. Berlin and Stuttgart 21, a major railroad project in Germany, are also connected to the disputes surrounding the digitalization of railways and the DKS project's funding.
  5. Uncertainty surrounds the financing of the Digital Node Stuttgart, given the current tight budget situation and the competing priorities of the Federal Government, German Railways, and the State.
  6. Digitization plays a significant role in improving the efficiency and reliability of German Railways' services, including the S-Bahn in Stuttgart.
  7. The Federal Government, German Railways, and the State must find a resolution to ensure the ongoing digitalization of Germany's railways, ultimately benefiting both commuters and long-distance travelers.
  8. As the negotiations progress, stakeholders should reconsider the reservation of funds for various railroad projects and their potential role in digitization throughout Germany.
