- Two surveillance personnel secreted themselves in Hamburg.
The Hamburg law enforcement is on the hunt for two fugitives who were previously under secure confinement. One of them has been residing in a residential facility since the end of last year and hasn't returned to their care center since August 20th, as per the announcement made by the justice department. The other individual failed to show up from work on August 12th.
Due to privacy concerns, no additional information about these two individuals could be disclosed. However, a spokesperson for the authority assured that neither of them has a history of being a sex offender. The state prosecutors in Aachen and Dortmund are handling the case, as the secure custody orders were issued by their respective regional courts.
Unlike incarceration, secure custody is not a form of punishment. Its primary purpose is to safeguard the public from ex-criminals who, despite having served their sentence, are still considered a threat. Consequently, the conditions in secure custody should be substantially superior to those in a regular prison, offering a wider variety of therapeutic options. Moreover, it should be frequently evaluated whether the secure custody is still necessary. Initially, the local news outlet, the "Hamburg Journal" of NDR, reported on the manhunt.
The state prosecutors in Aachen and Dortmund might seek assistance from The Court of Justice to issue an international arrest warrant if the fugitives are discovered to have fled the country. The two individuals, despite being under secure custody, had their rights to due process and respect for privacy protected by The Court of Justice.
