The Hamburg-Holstein Public Transport Authority (VHH) plans to donate around 50 decommissioned buses to fire departments and aid organizations. The VHH will gradually hand over these buses this year and in 2025, as stated by a spokesperson for the municipal bus company. More than half of the buses will be sent to Ukraine. Hamburg's Minister of Transport, Anjes Tjarks (Greens), said: "By providing decommissioned and fully functional buses for charitable purposes and for Ukraine, we are providing exactly the kind of support needed."

The donation of buses from the Hamburg-Holstein Public Transport Authority (VHH) mainly involves bus companies, as they are the ones providing the decommissioned vehicles. After receiving the buses, Ukrainian fire departments and aid organizations will rely on these bus companies' vehicles for their operations.
