This law helps improve cooperation between the authorities and simultaneously limits their potential to forbid or restrict demonstrations: "This law focuses directly on facilitating and ensuring the safety of assemblies. We're moving closer to the fundamental idea of assembly freedom enshrined in the Basic Law than we were with the outdated and stringent previous assembly law."
