last year saw a rise in the number of recurring lawbreakers in North Rhine-Westphalia. As per an assessment by the NRW Interior Ministry, the count of individuals who had committed at least five crimes within a year reached 1,647 in 2023. This figure was lower in 2022, with 1,596 recurring offenders. The "Rheinische Post" had previously reported this fact.

The year 2019 allegedly had 1,902 repeat offenders, with the number reducing to 1,844 in 2020 and further decreasing to 1,442 in 2021. By mid-April this year, the North Rhine-Westphalia police had reported 1,575 repeat offenders, as per the NRW Interior Ministry. The authorities provide these figures on April 15, October 15, and December 31.

The youngest among these recurring lawbreakers is a 13-year-old.

Based on the current evaluation, the Cologne police authority reportedly had 206 repeat offenders in 2023, the highest figure in NRW. This is followed by Essen (155), Duisburg (137), Dortmund (135), Aachen (72), and Oberhausen (57). The reports from the police authorities in Viersen (47), Mönchengladbach (46), and Bochum (44) come next.

The majority of recurring offenders hold German citizenship. The youngest among these is a 13-year-old, as per the NRW Interior Ministry. This individual was primarily known for property and violent crimes, it was mentioned.

The rise in recurring lawbreakers last year has resulted in increased concern around crime in North Rhine-Westphalia. Despite the reduction in repeat offenders in 2022, the number of individuals committing at least five crimes within a year still remained high.
