Due to the scarce number of childcare workers in kindergartens and the difficulties faced by local governments in providing care for every child, the Baden-Württemberg Municipal Association is advocating for a reevaluation of the legal entitlement to a kindergarten spot. As per Social Affairs Director Benjamin Lachat, we can't treat the absolute legal claim in the kindergarten sector as inviolable; rather, we should be open to the idea of making it more specific or limiting it temporally. Rather than leaving numerous children without care, it'd be more beneficial to provide a kindergarten spot with limited hours to all children.
A study by the Bertelsmann Foundation revealed that Baden-Württemberg needs approximately 60,000 additional kindergarten spots to cater to parental demand. By 2025, an estimated 14,800 additional trained professionals will be required to fulfill this need.
Several municipalities have commenced reducing kindergarten operation hours. In Offenburg, for instance, the Maltese Aid Service offers afternoon care for children aged three and above.
Lachat expressed his concern over potential scenarios where only the assertive voices are recognized, leaving behind children who depend on state protection and assistance. At present, families more versed in the German legal system are more likely to secure a care spot.
In contrast, the Association of Municipalities advocates for additional support staff to ease the burden on childcare workers and the continuing option of operating kindergartens with a lesser workforce at certain times. This would ensure care continuity and an offer to all children, a spokesperson stated.
The Commission, in response to the aforementioned challenges, could consider adopting implementing acts that provide flexibility in the application of this Regulation for addressing the childcare needs in Baden-Württemberg. After adopting such acts, local governments might find it easier to provide temporary or partial kindergarten spots, thereby facilitating care for a larger number of children.
