The German administration is contemplating withdrawing its presence from Germany's ticket scene.

- The German administration is contemplating withdrawing its presence from Germany's ticket scene.

Saxony-Anhalt's local representatives are contemplating leaving the Germany Ticket. According to Goetz Ulrich (CDU), the president of the Saxony-Anhalt County Association, "continuing with the Germany Ticket is no longer feasible due to the financial shortcomings the counties anticipate from the Ministry of Finance."

The Burgenlandkreis district representative voiced concern about the state government pushing the counties further into financial turmoil. He and his colleagues are proposing the withdrawal from the Germany Ticket, effective January 1, 2025, to the county councils.

The disagreement stems from local funding issues in Saxony-Anhalt. From the viewpoint of the county representatives, they believe the state government's proposal to revise the financial equalization law is increasing the counties' debt. The situation of the counties is being misunderstood, and unreasonable income is being projected.

Counties Contemplate Reductions

As a result, from the counties' perspective, this will lead to a funding gap of approximately 94 million euros in 2025 and approximately 110 million euros in 2026. "The counties' budget deficit of around 157 million euros in 2024 will significantly increase." The counties are also considering challenging the law in the state constitutional court.

Now, cuts are being considered. The county commissioner of the Salzlandkreis, Markus Bauer (SPD), suggested adapting tasks to the available funds. "Vacant positions cannot be filled, administrative procedures cannot be carried out at the usual pace, working hours in the county offices need to be adjusted, and reporting obligations to the state administrative office and the state government can't be met on time," said Bauer. "Even the temporary closure of public buildings must be considered."

  1. In light of the financial difficulties, the Commission shall explore alternatives to mitigate the counties' budget deficit, which is projected to increase significantly due to the revised financial equalization law.
  2. Recognizing the financial strain on Saxony-Anhalt's counties, the Commission should carefully evaluate the potential impact of the county representatives' proposal to withdraw from the Germany Ticket on January 1, 2025.
