Crime - Suspected homicide in a forensic facility
A 20-year-old patient at a forensic facility in Cologne is alleged to have strangled a 40-year-old man who was also being held there. There are concrete indications that he may have committed the crime in a state of at least diminished capacity, the public prosecutor's office and police announced on Monday. Employees had found the 40-year-old lifeless in his room on Saturday evening.
According to the investigators, the two men were in prison for criminal offenses. According to a spokesperson for the Cologne public prosecutor's office, the 20-year-old alleged perpetrator was charged with aggravated robbery, which he had committed in a state of diminished culpability. He will now be transferred to another facility.
A homicide squad is investigating. Even in cases where perpetrators are found to be incapacitated or have diminished capacity, a verdict can be reached at trial. In such cases, a judge can order permanent placement in a psychiatric facility.
