State government supplements budget for 2024

The black-green state government wants to spend more money on children and young people as well as refugees in the coming year than previously planned in the draft budget. Finance Minister Marcus Optendrenk (CDU) announced a supplementary list for the draft 2024 state budget with these priorities in Düsseldorf on Tuesday. There are also changes in several other areas of the government's draft budget.

The supplementary draft includes 174.3 million euros for additional funding requirements in child daycare facilities. Among other things, this involves increased personnel costs as a result of pay rises. According to the information provided, a further 67 million euros have been earmarked for the inclusion allowance in the school sector.

A further 34 million euros had become necessary for the accommodation and care of refugees in state facilities. A further 5 million euros have been budgeted for reimbursing the central immigration authorities. Temporarily, 40 new posts are also to be created for the "Accommodation and Care of Refugees" and 24 posts for the "Central Office for Skilled Immigration in North Rhine-Westphalia". Twelve additional positions are planned at the Münster district government for the recognition of foreign professional qualifications.

The October tax estimate would result in a tax shortfall of 150 million euros compared to previous planning. On the other hand, there would be budget improvements of 70 million euros in interest, among other things. In terms of expenditure for the implementation of the hospital plan, 150 million euros could be shifted from 2024 to 2025 based on updated planning. The total funding framework of around 2.5 billion euros will not change.

According to the government's plans, the total expenditure of the state of NRW is to increase to 102.1 billion euros with the supplementary list. Previously, 101.9 billion euros had been budgeted for 2024. The state parliament will decide on next year's state budget.

The Government's supplementary budget for 2024 allocates 34 million euros for accommodating and caring for refugees, and an additional 5 million euros is set aside for reimbursing the central immigration authorities. The Government's finances also accommodate temporary positions for managing refugee accommodations and skills immigration in North Rhine-Westphalia.
