Finances - State government adopts supplementary budget for 2023

The state government of Saxony-Anhalt approved the draft supplementary budget for 2023 on Tuesday. This is intended to secure the financing of the Corona Special Fund, the state chancellery announced after the cabinet meeting. This year, this concerns 150 million euros, which is to be financed via loans using the debt brake exception for emergencies.

The state parliament is to approve the change next week. The various measures could still be implemented, explained Finance Minister Michael Richter (CDU). The state's overall debt would not increase.

With the supplementary budget, the black-red-yellow coalition is responding to a ruling by the Federal Constitutional Court and creating a new legal basis for the special fund. The money for the measures will now be taken out as a loan each year and no longer for the entire period. In the course of this, the state parliament is to determine an emergency situation.

Saxony-Anhalt's parliament approved the special fund in December 2021. The aim is to cushion the consequences of the pandemic over several years. The package of 1.997 billion euros comprises around 60 measures. These include investments in hospitals and digitalization.
