According to the State Court of Audit, it is difficult to understand how much money the state of Lower Saxony spends on personnel. "In some cases, we have a dark field here," said Court of Audit President Sandra von Klaeden in a statement published on Wednesday.
For example, no distinction is made between material and personnel expenditure in the budgets of state companies and universities, she said. In addition, the State Court of Audit criticized the lack of information on pay-scale personnel. This affects not only the state-owned companies and universities, but the entire state administration.
Personnel expenditure - excluding state-owned companies and universities - accounts for over a third of the state's total expenditure. "Expenditure on personnel limits the scope for action for future challenges and new priorities in the long term," criticized the State Court of Auditors.
The Ministry of Finance announced on Wednesday that the findings of the State Court of Audit would be carefully examined. However, the ministry also clarified: "Fundamental information and key parameters of control are recognizable from the budget." This also applies to the area of spin-offs now being examined by the State Court of Audit.
According to its own statements, the State Court of Audit is neither part of the executive, the judiciary nor the legislature. The State Court of Audit is exclusively committed to external financial control and has no political mandate. The focus is on auditing the efficiency and regularity of the state's budgetary and economic management.
The state budget for 2024 is due to be passed by the state parliament next week. In total, the budget is expected to amount to around 42.3 billion euros, which is almost one percent more than this year.
