These scenarios are part of a "deeply alarming pattern of systematic attacks, causing damage to the healthcare sector and other civilian infrastructure in Ukraine," added Msuya. Sharp criticism of the lethal Russian attacks came also from France. Moscow has "deliberately targeted residential areas and healthcare infrastructure," said the French ambassador to the UN, Nicolas de Rivière. France condemns "these flagrant violations of international law." Russia will be held accountable for its war crimes.

Russia attacked Ukraine on Monday with massive strikes, including hitting a children's hospital in Kiev. According to President Volodymyr Zelenskyy, at least 38 people were killed nationwide, among them four children. Over 190 people were reportedly injured. The strikes targeted medical facilities in several cities with around 40 rockets. The attacks were widely condemned internationally.

Immediately after the shelling of the children's hospital in Kiev, the Ukrainian Security Service (SBU) announced that relevant evidence, including fragments of a Ch-101 rocket's rear section with a serial number, had been found on site.

Moscow had previously denied responsibility and claimed that the hospital was hit by debris from Ukrainian air defense rockets. "We continue to insist that we do not target civilian objects," repeated Kremlin spokesperson Dmitry Peskov to journalists on Tuesday.

Russia currently holds the presidency of the UN Security Council. As a permanent member of the most important UN body, Moscow also wields a veto power, which it has already used multiple times to block resolutions against its war in Ukraine.

  5. France, along with other UN members, has denounced Russia's actions and called for accountability, highlighting the flagrant violations of international law.
  6. The attack on the children's hospital in Kiev added to the mounting pressure on Russia to cease its actions in Ukraine and provide healthcare services to the children who need it, especially those undergoing cancer treatment.

The UN, under the guidance of France and other member states, must continue to advocate for the protection of healthcare facilities and civilian infrastructure, as well as work towards holding Russia accountable for its actions, both within the UN Security Council in New York and internationally.
  8. The global community, including the UN, must provide support to Ukraine and its healthcare sector, ensuring that children and other civilians have access to the necessary medical care and services despite the ongoing conflict with Russia.
