Politics - Saarland state parliament to declare emergency and adopt budget
The Saarland state parliament will declare an "extraordinary emergency situation" for the state on Tuesday. Two such resolutions are intended to suspend the debt brake for the state budget in 2023 and 2024. In addition, the state parliament (09.00) will begin deliberations on a double budget for the years 2024 and 2025, which will be decided on Wednesday.
With the budget emergency, the SPD all-party government wants to secure access to a transformation fund of 3 billion euros created in 2022 and largely financed by debt - despite the ruling of the Federal Constitutional Court on November 15 regarding the debt brake. The court had declared the years-long use of a special fund that had only been approved once to be illegal.
The procedure is controversial in the state parliament. The leader of the opposition CDU parliamentary group, Stephan Toscani, doubts that an annual resolution on the "emergency situation" could override the debt brake in the long term. He also called in vain for the budget resolution to be postponed until the plenary session next January.
The "extraordinary emergency situation", which allows a deviation from the debt brake, is justified in the draft resolution by the fact that the effects of the Russian war of aggression against Ukraine, the energy price shock and the industrial transformation towards climate neutrality will continue in 2023 and 2024. The emergency situation initially identified until 2022 due to the Covid pandemic also still requires considerable expenditure.
