Quicker building process: Senate initiates draft legislation

The Berlin Senate is set to approve its proposal for a rapid construction law on Tuesday (1 p.m.). The goal of this legislation is to expedite building processes, with a particular focus on the residential market that typically requires several years of planning and execution.

To attain this, we aim to simplify and standardize planning and approval processes, implement testing and processing periods, and define clear responsibilities between the state and district levels. More control will be given to the state level for certain processes.

One key objective of these new rules is to provide developers with more dependable timelines for obtaining a construction permit, enabling them to make better plans. For significant projects, all stakeholders must meet early on to eliminate any potential hurdles. Digitalization is also under consideration.

Nature and wildlife protection organizations voiced concerns about prioritizing quicker construction over preservation efforts. Building Senator Christian Gäbler (SPD) maintained that these concerns would remain a top priority moving forward. Nature and wildlife protection should not, however, serve as an obstacle to development projects. The building administration intends to implement the Faster Building Act by the end of this year.
