Rhein believes that the federal government must act and implement mandatory insurance. Natural disasters, such as storms or floods, should not thrust individuals into financial catastrophe nor leave all taxpayers to carry the brunt of the impact.

In the same vein, Bavaria's Minister President Markus Söder (CSU) had previously voiced his opinion. Following his visit to the flood-hit regions in Bavaria, he shared his thoughts on X: "The importance of insurance is becoming more apparent. We'll examine the possibility of introducing compulsory insurance for damages arising from natural disasters in the future. As climate-related incidents will likely intensify, it is essential to display some forward-thinking."
