Germany and Hesse's debut de-bureaucratization minister, Manfred Pentz (CDU), intends to tackle the elimination of administrative work in an organized manner. Within the two significant categories of "deregulation" and "effective administration," he has specified ten significant areas.

This encompasses subjects he has previously addressed, such as the alleviation of music GEMA charges for voluntary-run associations. Pentz also cited Hesse's success in preventing lawnmowers and forklifts from falling under motor vehicle liability insurance. This received high acclaim from the small business community, who praised him for "averting a bureaucratic beast."

It's crucial that he, as a minister, is in charge of both Europe and de-bureaucratization. "Since around 80% of legal provisions now originate in Europe, they're critical for us," Pentz explained in a dpa interview in Wiesbaden. This also applies to his duties as a state representative at the federal level.

"Bureaucracy itself isn't harmful," Pentz continued. "We've just gone overboard with it in Germany lately." When EU regulations are paired with greater or additional national regulations, it's referred to as "gold plating" in expert circles. This equates to "bureaucratic improvement" and Germany is particularly inclined towards it. Nevertheless, it's not enhancement, but rather a ploy to use European legislation for their own political gain.

"We have the most intricate tax system. That's not a coincidence," said Pentz." Clearly, where bureaucracy is efficient, there is no corruption and no anarchy." Still, we need to reflect on it because, when bureaucracy oversteps its bounds, it becomes restrictive to the economy and the citizen.

Simplifying administration is Pentz's foremost objective. "I don't want citizens to feel like petitioners," he emphasized. It's about fostering a sense of state importance and respect. This, in turn, fortifies democracy.

For Pentz, de-bureaucratization is more than just a checklist of tasks. "Rather, we have to reestablish the esteem of citizens for the state in society." And swift action is required in de-bureaucratization.
