In Passau's historic center, cars are almost entirely prohibited due to the flooding. As stated by a municipal representative, only residents are permitted to drive within the old town, and entry is limited to the pedestrian area.

Passau often experiences flooding, as this Bavarian city is where the rivers Donau, Inn, and Ilz meet. The historic old town is essentially an island surrounded by these two bodies of water.

On Monday, Mayor Jürgen Dupper (SPD) urged residents to steer clear of the flood-stricken areas. "If you have no business to attend to in the old town, it would be best to avoid it." He also cautioned against washing in the water, as it's unknown which manhole covers might have been swept away and potentially swallowed by the city's sewer system.

The afternoon saw the Donau river's water level reach 8.41 meters. Starting Tuesday afternoon, the flood warning service projects that this peak will be surpassed at 9.40 meters. In 2013, the Donau water level in Passau reached an alarming 12.90 meters.
