Onlooker finds undernourished cow leading to legal action.

Someone strolling through Steimbke, in the Nienburg district, stumbled upon a severely malnourished cow on a meadow. The individual had seen the cow lying on the ground for a while before finally filing a report with the police on Wednesday. Per the police, a vet had to put the cow down on Tuesday. An inquiry under the Animal Welfare Act is underway against the 50-year-old owner of the creature.
