The industry wants millions in revenue from the auctioning of land for offshore wind farms to flow more into the development of production capacities and port facilities in future in order to achieve the goals of the energy transition. "We urgently need a German infrastructure for an installation port," Stefan Thimm, Managing Director of the German Offshore Wind Energy Association (BWO), told the German Press Agency. "Today, all the offshore installations in Europe take place from Eemshaven and Esbjerg - why not in Cuxhaven and Bremerhaven?" As global competition for resources and production capacities in the offshore wind industry is emerging, further investment in infrastructure in Germany and Europe is needed quickly.

Taxpayers' money is not needed to finance this, said Thimm. Instead, the association is proposing a reform of the so-called bid component in the land auction for offshore wind farms, which is set out in the law on the expansion of wind energy in the North and Baltic Seas.

This summer, the Federal Network Agency auctioned off four areas for offshore wind farms in the North Sea and Baltic Sea to the highest bidders for the first time, generating proceeds of 12.6 billion euros. The bidding component stipulates that 90 percent of the money raised will go towards the necessary grid expansion. Five percent each will go towards marine nature conservation and the promotion of environmentally friendly fishing.

The industry association is now proposing that part of the bid component of future auctions be used for the expansion of port infrastructure, for sea-based rescue stations and for the training of specialists for the construction and operation of wind farms at sea. This requires a swift amendment to the law, said Thimm, preferably before the next auction in summer 2024.
