NRW Constitutional Court: New old plan for location

For years, there has been a dispute over the location of the North Rhine-Westphalian Constitutional Court in Münster. Now a solution that was rejected years ago is coming into play - and a new building is off the table.

Minster - NRW Constitutional Court: New old plan for location

Following the announcement of a new building for the North Rhine-Westphalian Constitutional Court, there is a new development. And the constitutional judges are to have their new home in an existing prestigious building on Münster' s Domplatz. The problem is that the Freiherr-von-Vincke-Haus is currently home to the Münster district government. In a press release, District President Andreas Bothe has now confirmed corresponding considerations.

"The state has commissioned the Bauliegenschaftsbetrieb to carry out a feasibility study on the use of the building by the NRW Constitutional Court," announced Bothe, explaining that the President of the Constitutional Court, Barbara Dauner-Lieb, had informed his authority of the current status.

This solution had already been discussed years ago by the city, the district government and the Constitutional Court. A seminar building of the University of Münster in the vicinity of the old location was also under discussion.

However, Bothe's predecessor in office, the current Minister of Education Dorothee Feller (CDU), had apparently not agreed to the plan. And so, in January 2022, Dauner-Lieb announced in the state parliament that a new building was being planned for the court. A parking area next to the Higher Administrative Court (OVG) was planned for the multi-million investment. The new building was to be occupied by 2026, with a converted former bed store in the city center currently serving as an interim solution. The Constitutional Court continues to use the OVG for hearings.

The search for a location had become necessary because the state parliament had decided to separate the Constitutional Court and the Higher Administrative Court of North Rhine-Westphalia in terms of space and personnel. Since June 1, 2021, law professor Barbara Dauner-Lieb has been President of the Constitutional Court, while the Higher Administrative Court is currently headed by her deputy Sebastian Beimesche following the retirement of Ricarda Brands.

A spokesperson for the Constitutional Court confirmed the plans to dpa on Tuesday. The winner of an architectural competition for the necessary interior work on the listed building on Domplatz is to be selected in summer 2024. The necessary conversion work could then begin. This would make the plans for a new building obsolete. The "Westfälische Nachrichten" had previously reported on the new development.
