Energy policy - Municipal heat planning: Frankfurt presents concept study

How can a metropolis like Frankfurt be heated energy-efficiently in the future? Hesse's largest city has presented a concept study in preparation for municipal heating planning. It provides an overview of "how heating is currently provided in Frankfurt, what options there are for expanding district heating in the city districts and which technologies are best suited where in order to heat in the most climate-neutral and cost-saving way possible", explained Rosemarie Heilig (Greens), Head of the Environment Department, on Thursday. However, heating requirements are still largely met with fossil fuels.

With the conversion to a climate-neutral energy supply, Frankfurt is facing one of the biggest and most expensive infrastructure tasks of recent decades, "if not a task of the century", said the head of department. But: Frankfurt has already achieved a lot. "We have expanded the city's district heating network and developed decentralized local heating areas." In addition, the expansion of photovoltaic systems has been promoted since the beginning of November.

According to the head of the Climate Council, Hans-Georg Dannert, the advice is to increasingly renovate buildings with high energy requirements. According to the concept study, the development of a geothermal potential register is also of interest in order to determine the conditions for geothermal energy use. Waste heat from data centers also offers great potential.

The city announced the establishment of a "Municipal Heat Planning Task Force", in which Frankfurt's authorities are to cooperate. According to the information provided, the Hessian Energy Act stipulates that municipalities with a population of 20,000 or more are now obliged to draw up municipal heat planning in order to achieve energy and climate targets. A corresponding federal heat planning law is due to come into force on January 1, 2024.

The concept study was developed within two years by the research and consulting organization e-think energy research in Vienna.
