Financial situation - Mansfeld-Südharz applies for emergency financial aid from the state
Following its defeat in a financial dispute, the district of Mansfeld-Südharz has asked the state of Saxony-Anhalt for financial assistance. "The district has submitted an application for liquidity assistance," explained a spokeswoman for the Ministry of Finance in Magdeburg on Wednesday. "This is being examined and the results will not be available until the new year." The volume of the equalization fund amounts to 40 million euros per year.
Mansfeld-Südharz announced on Friday that it would have to apply for emergency financial aid from the state. The background to this was a defeat in the legal dispute over the so-called district levy. In one fell swoop, the district is missing a total of 157 million euros, as district administrator André Schröder (CDU) said. "With the forced reduction in the district levy, the district is no longer in a position to fulfill its legally assigned tasks." The Landkreistag in Saxony-Anhalt warned of far-reaching consequences, stating that the financial resources of the districts would slide completely.
When asked, the Ministry of the Interior stated: "The budget situation of individual districts is already tense. In the 2023 financial year, all administrative districts reported deficits in their budgets." It is becoming apparent that the current court rulings could have a significant financial impact on individual districts. Not all districts can currently make reliable statements about the consequences.
The districts do not have their own tax revenues. They receive money for their tasks from the state and from the municipalities belonging to the district via a levy. Several cities and municipalities took legal action against the amount of this payment - and were successful before the Halle Administrative Court in June 2023. The Saxony-Anhalt Higher Administrative Court has now refused to allow an appeal against the rulings.
