Macron suggests Ukraine needs to "deactivate" Russian bases.

German Chancellor Olaf Scholz (SPD) mentioned that there are rules for utilizing weapons provided to Ukraine, which need to stay within the confines of international law. Scholz said that these regulations have worked effectively so far. He also pointed out that Germany and France have furnished various types of weapons.

Previously, Russian President Vladimir Putin cautioned severe consequences if the West authorized the use of their weapons against Russian targets. "This consistent escalation can lead to significant consequences," Putin told journalists during a trip to Uzbekistan on Tuesday. He further advised the smaller European nations, "They must be conscious of what they're messing with."

Ukraine desires permission to employ Western weapons against targets on Russian soil. The German government has rejected this idea, hoping to prevent escalation. Meanwhile, NATO Secretary-General Jens Stoltenberg has previously asserted that "the red lines of certain NATO countries are constraining the Ukrainians."
