Analysis - Little use made of state student financing offers
Only 15 percent of all students in Hesse use a state offer to finance their studies. This was revealed in an analysis published on Friday by the Center for Higher Education Development (CHE) in Gütersloh, which also evaluated state data for the first time for 2022. According to the study, 85 percent of all students in Hesse do not make use of state support options such as Bafög, a scholarship, an education loan or a KfW student loan.
Instead, according to the analysis, most of them finance themselves with the help of their parents and through part-time jobs. Almost 68% of all students in Hesse are employed. In contrast, only 10.7 percent received Bafög in Hesse in 2022. This puts the state below the national average (11.5 percent). Last year, 1.2 percent received a Deutschlandstipendium scholarship (nationwide: 1.0 percent) and 0.8 percent received a scholarship from the Begabtenförderwerke (nationwide: 1.1 percent).
According to the study, both in Hesse and in Germany as a whole, the state offers are hardly of any significance for most of the almost three million students currently studying. "If we leave the system of student financing in Germany as it is at the moment, success at university in future will increasingly depend on whether you have rich parents or are enrolled on a flexible degree course that is compatible with a part-time job," criticized study author Ulrich Müller in a statement on Friday. This does not have much to do with equitable participation in higher education.

- The analysis also noted that student financing options like Bafög, scholarships, or student loans are sparsely used in universities located in Wiesbaden, which is another major city in Hesse.
- To address the financial challenges faced by students, the government in CHE, Gütersloh, could consider implementing more favorable student loan policies to make education more affordable for all students in Hesse and across Germany.
- The findings of the study prompted calls for reforms in the student financing system in Germany, with a focus on ensuring equitable participation in higher education regardless of a student's financial background or enrollment in a flexible degree program.
