Lindner State Secretary expects "tough negotiations" on climate projects

In mid-November, the Federal Constitutional Court ruled that 60 billion euros in unused loans for the fight against the coronavirus pandemic could not be shifted to the KTF. This means that the coalition government now lacks billions for the coming years to finance key energy transition projects.

SPD General Secretary Kevin Kühnert had put the missing funds from the KTF for next year at 13 billion euros. As a result of the Karlsruhe ruling, this is in addition to the gap of 17 billion euros in the regular budget for 2024, which the coalition government has not yet found a solution to close.

The economic plan for the KTF will now have to be significantly changed, said Toncar in the Bundesrat when discussing the supplementary budget for 2023, which was also made necessary by the Karlsruhe ruling. "It will therefore not be able to function without restrictions." The federal government will make decisions on the KTF "with care" and carefully consider "what is a priority under the given circumstances".
