From the Ministry of Finance, experts commissioned on Friday raised constitutional concerns, particularly regarding subsidies for Deutsche Bahn and the Autobahn GmbH, which are to be converted into loans. The experts' concern is that these may not be repaid, putting the debt brake at risk.

Lindner's ministry concluded that negotiations on expenditures must be reopened. There is a gap of "around five billion euros," the minister said. He did not propose where the money should come from. So far, the FDP has stated that it expects the SPD and Greens to propose cuts.

This sparked strong resistance, particularly within the SPD faction. Faction leader Rolf Mützenich accused Lindner of "irresponsible" behavior. There will be no cuts in the social sector, even in renegotiations, said party leader Saskia Esken.

"There is no new dispute," Lindner insisted. As agreed, he will ensure a constitutional budget that adheres to the debt brake. However, he expressed concern about his coalition partner: "It worries me that the SPD faction is questioning many fundamental decisions, such as the topic of the debt brake."

The SPD faction has expressed concerns about potential changes in subsidy structures, as they may impact long-term commitments like those for Deutsche Bahn and the Autobahn GmbH. Despite Lindner's insistence, the SPD leaders, such as Rolf Mützenich and Saskia Esken, have firmly committed to avoiding cuts in the social sector.
