Video shows a man lying on the front of an Israeli jeep as it moved through a neighborhood in Jenin. The man appeared to be slumped on the hood of the vehicle, passing by Palestinian Red Crescent (PRCS) ambulances.
The PRCS reported that Israeli military prevented their crews from providing immediate medical aid to an injured man in the Jabarat area of Jenin. They stated that soldiers subsequently placed the injured man on the front of a military jeep, detained him, and later permitted the PRCS to transfer him to the hospital.
The condition and identity of the man remain unknown.
Reacting to queries about the incident, the Israel Defense Forces (IDF) admitted on Saturday that soldiers breached "orders and standard operating procedures" and launched an investigation.
"The actions of the soldiers in the video of the incident are inconsistent with the values of the IDF. The incident will be fully investigated and the appropriate measures will be taken," the IDF insisted in a statement.
The IDF claimed the incident occurred during counterterrorism operations aimed at arresting suspects in the Wadi Burqin area west of Jenin on Saturday morning. They explained that the man was a suspect who sustained injuries and was apprehended following a gunfight.
He was subsequently handed over to the Red Crescent for medical treatment, the Israeli military explained further.
There's been a surge in conflict in the occupied West Bank since Israel's war against Hamas in Gaza began in October, following the militant group's unusual and lethal assaults on Israel.
According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), more than 500 Palestinians, including over 100 children, have lost their lives in the West Bank since October 7.
More than 70% of these fatalities occurred during operations conducted by Israeli forces, according to the UN agency.
Apart from Israeli military raids in the West Bank, there has also been an escalation in violence perpetrated by Israeli settlers against Palestinians.
More than 700,000 Jewish settlers inhabit the West Bank and East Jerusalem, living in settlements that international law deems illegal and often seen as a major impediment to a two-state solution.
Last Friday, the Biden administration imposed sanctions on the Israeli group Tzav 9 for disrupting humanitarian convoys en route to Gaza, the latest punitive action taken under an executive order targeting those inciting violence in the West Bank.
