North Rhine-Westphalia's Interior Minister Herbert Reul (CDU) stated that the person committing the crime is always responsible, but the question of what causes and backgrounds might be is also legitimate. Integration might not even be possible, he added, if "such large numbers of people are allowed into our country." The federal government must "take clear action" to address the question of immigration.
