Increase in workforce observed across state and local government entities

Since 2008, the workforce in public sectors has outpaced the population growth. In 2008, you'd find around 55 public employees per 1k citizens, whereas, in 2022, it's roughly 62 public employees per 1k citizens. Academics, admin, and youth/social services sectors are the primary drivers of this growth, according to the research folks.

Universities, in particular, have seen an influx of new jobs in the last 15 years. The number of employees per 1k citizens at universities nationwide climbed from 4 to 6, marking a 50% leap, between 2006 and 2021.

Eastern Germany got a bigger boost in this department compared to the West. In 2008, the East had 13% fewer public employees per capita compared to the West, but by 2021, that gap had narrowed to 4.5%. These figures account for full-time positions only.

On top of that, local authorities are reportedly bulking up their administration and recruiting more staff in kindergartens. Employment in childcare jumped by 54%. In the West, the growth was 63%, whereas, in the East, it was 39%.

Comparing the number of public employees per 1k citizens across Germany, it's evident that Eastern Germany has made significant strides. While in 2008, the East had fewer public employees per capita than the West, by 2021, this gap has narrowed significantly.

Considering different types of public entities, data shows that the number of employees at local government entities, including municipalities, has also increased. According to reports, employment in kindergartens, a significant part of local government entities, has particularly experienced a considerable boost.
