There are various reasons why these warrants remain unserved. The suspect might be on the run, possibly even overseas, as the spokesperson clarified. Others might've been deported but still carry an outstanding warrant, which would be enforced if they returned to Germany. It's not uncommon for multiple warrants to be issued against a single individual.

Interestingly, the count of outstanding warrants has remained fairly consistent lately. In the start of January 2020, the police announced a total of 3,686 such warrants. Contrastingly, at the end of 2017, there were only 3,426 outstanding warrants left unserved.

The Hamburg police are actively working to serve the outstanding warrants, despite challenges such as suspects being on the run or being deported with unresolved warrants. The role of the police in serving these warrants becomes crucial in cases where the suspect is linked to homicide, as mentioned by the city's law enforcement spokesperson.
