The proposed 29-euro monthly ticket for public transport in Berlin, set to launch on July 1st, might only be a temporary solution. With the state budget demanding savings of at least two billion euros next year, all significant expenses are being scrutinized in the black-red coalition.

In the upcoming months, each of the senate departments will offer suggestions for ways to decrease their budgets by up to 10%. The coalition will then negotiate which of these cuts will be implemented. It is highly likely that the 29-euro ticket, with an estimated annual cost of 300 million euros, will be a topic of discussion in these negotiations.

On Sunday, a meeting of the coalition affirmed several minor cost-cutting measures for this year, 2024, as reported by the "Berliner Morgenpost." Further information about these measures was scheduled for release on Tuesday. It is evident that the senate departments have successfully saved 2% of their budgets, amounting to over 550 million euros.

The overall budget reduction target for 2024 - known as the general reduction - is 1.75 billion euros. This reduction does not have to be achieved solely through cuts made by the senate departments. Financial experts from the coalition have identified potential cost savings of about 1.2 billion euros in the 2024 budget, which they claim won't impact anyone. These savings involve redundant funding for staffing, transportation, and housing and school construction.

The total budget for 2024, set last year, is 39.3 billion euros, while the budget for 2025 is 40.5 billion euros. This high spending is unprecedented. The black-red coalition's objective is to shrink the budget, which spiraled during the Corona pandemic, within the medium term. For 2025, the general reduction will stand at two billion euros. There's a possibility that even more savings will be needed if tax revenues decrease.
