Plenary session - House of Representatives adopts budget and voting age 16
The Berlin House of Representatives will pass numerous important resolutions in its last plenary session of the year on Thursday (from 9.00 am). The adoption of the 2024/2025 double budget and a constitutional amendment to lower the voting age to 16 are planned. The RBB state contract and various laws will also be put to the vote. These include an amended police law that gives the police more options, such as the use of cameras or stun guns (tasers). A new building code is intended to simplify the construction of urgently needed housing.
The dual budget has a volume of 39.3 billion euros for 2024 and 40.5 billion euros for 2025. Expenditure has never been this high. A large item is allocations to the districts (around 11 billion euros in each case), and a particularly large amount of money will also be spent on personnel and investments. As the debt brake applies, the budget will not be financed by new loans. Instead, certain reserves will be used up - which will then no longer be available in the future.
The dramaturgy of the plenary session is unusual due to the large number of projects and the current wave of illness, which is also affecting MPs. First, the budget and all laws and resolutions will simply be discussed. The votes on these will then take place from around 8 p.m. in the evening. As far as possible, sick members of parliament who were recovering at home beforehand should also take part. This is important not least because a two-thirds majority of all 159 MPs is required for the constitutional amendment on the voting age of 16.
