Heinold: Determining the budgetary emergency consistently
Finance Minister Monika Heinold (Greens) has welcomed the declaration of a budget emergency in Schleswig-Holstein announced by the black-green coalition. This is consistent, "as the state will also need emergency loans in 2023 to overcome the multiple crises", Heinold told the German Press Agency on Thursday. "After yesterday's ruling, this will require a new state parliament resolution. On the basis of yesterday's decision, the state government will now also discuss possible further consequences."
On Wednesday, the Federal Constitutional Court declared a reallocation of 60 billion euros in the 2021 federal budget to be unconstitutional and null and void. The federal government is therefore not allowed to use money intended to combat the coronavirus crisis for climate protection. This could have a major impact on the so-called Climate and Transformation Fund, from which the federal government wanted to pay for numerous funding programs - including the replacement of old oil and gas heating systems.
In light of the Federal Constitutional Court's ruling, the state parliament may need to pass another resolution regarding the budget emergency in Schleswig-Holstein, given the potential impact on the state's finances. Despite the declared budget emergency in Parliament, households in Schleswig-Holstein may still face challenges in managing their finances due to the ongoing crises.
