Fickel, who had a doctorate in education, had belonged to the Liberal Democratic Party of Germany (LDPD), which was allied with the SED as a so-called block party in the GDR and merged with the FDP in the summer of 1990. After the first state elections following reunification, Fickel was appointed Minister of Science and Art in the CDU/FDP state government in November 1990 and remained in this office for four years. During this time, he was also Deputy Prime Minister.

Minister President Bodo Ramelow (Left Party) recalled on X (formerly Twitter) above all the restructuring of the Thuringian cultural landscape under Fickel's responsibility, which still characterizes the Free State today in its sponsorship. Fickel left politics after the 1994 election, in which the FDP was not re-elected to the state parliament.
