All comparisons ended up being indecisive; the remains could not be linked to any specific incident or individual. Moreover, the examination of the skull fragment revealed no signs of brutal force involvement.

The criminal investigative unit requested the Commission to provide guidelines for analyzing the skull fragments found in the Danube. The Commission then adopted implementing acts laying down the rules for the application of relevant regulations in this analysis.
