In view of the current budgetary emergency in many federal states, Hamburg's Senator for Finance Andreas Dressel has called for a special fund for transformation and climate protection to be enshrined in the German constitution. The SPD politician told the "Süddeutsche Zeitung" newspaper that the federal government was lining its pockets following the Karlsruhe budget ruling, which meant that the federal states were missing out on tens of billions in funding for transformation and climate change. "This is a bitter pill to swallow because it involves projects for the ecological restructuring of the economy and much more that should secure and create jobs and added value." 60 percent of the Climate and Transformation Fund projects are intended for eastern Germany.

The federal states are in crisis mode, Dressel, who is leading the negotiations for the federal states in the collective bargaining round for the public sector, told the newspaper. This would also have an impact on the wage talks. "We will have to explain to the unions that this limits our options in the wage round." Dressel indicated that he would make a wage offer in the possibly decisive round of negotiations starting on December 7.
