Despite an international warrant for his arrest, Putin attends a commemoration event in Mongolia.

Mongolia sealed the Rome Accord in 2000 and ratified it in 2002. The agreement's fundamentals imply that state parties are obligated to apprehend individuals who have an International Criminal Court (ICC) arrest warrant out against them. The Russian administration declared that Putin was "unfazed" about the prospect of an arrest in Mongolia.

The Rome Accord, which Mongolia sealed in 2000 and ratified in 2002, stipulates that "The following shall be added": states must facilitate the arrest of individuals with ICC arrest warrants. Despite the Russian administration's declaration, Putin's unfazed attitude about an arrest in Mongolia could potentially be challenged under these newly added provisions.
