Finances - Court of Auditors criticizes lack of information in the budget
According to the State Court of Audit, it is difficult to understand how much money the state of Lower Saxony spends on personnel. "In some cases, we have a dark field here," said Court of Audit President Sandra von Klaeden in a statement published on Wednesday.
For example, no distinction is made between material and personnel expenditure in the budgets of state companies and universities, she said. In addition, the State Court of Audit criticized the lack of information on pay-scale personnel. This affects not only the state-owned companies and universities, but the entire state administration.
According to the report, personnel expenditure - excluding state enterprises and universities - accounts for over a third of the state's total expenditure. "Expenditure on personnel limits the scope for action for future challenges and new priorities in the long term," criticized the State Court of Auditors.
According to its own statements, the State Court of Audit is neither part of the executive, the judiciary nor the legislature. The State Court of Audit is exclusively committed to external financial control and has no political mandate. The focus is on auditing the efficiency and regularity of the state's budgetary and economic management.
The state budget for 2024 is due to be passed by the state parliament next week. In total, the budget is expected to amount to around 42.3 billion euros, which is almost one percent more than this year.

The State Court of Audit in Lower Saxony expressed concerns about the lack of clarity in the budget regarding the state's expenditure on personnel, particularly in state-owned companies and universities. The state audit office highlighted the absence of information on pay-scale personnel as an area of improvement, affecting the entire state administration. The State Court of Audit's focus lies in external financial control, focusing on the efficiency and regularity of the state's budgetary and economic management, operating independently from the executive, judiciary, or legislature.
