Office of the Attorney General - Charges brought against suspected IS member

The Federal Public Prosecutor's Office has brought charges against a suspected member of the terrorist organization Islamic State. The accused is said to have held a "superior position" in a fighting force of the terrorist militia in Syria and has been in custody in Germany for some time, as the highest German prosecution authority announced in Karlsruhe on Monday. The charges against the Algerian national Mohamed A. were brought before the State Security Senate of the Düsseldorf Higher Regional Court on November 30, 2023.

According to the federal prosecutor's office, the accused joined the foreign terrorist organization in 2013. "He took part in combat operations, put together teams for such operations and also trained fighters." On one occasion, A. and his fighting group are said to have arrested several people who were subsequently sentenced to death by IS. He also helped IS members to enter Syria from Turkey and was a negotiator in the exchange of prisoners, the Karlsruhe court was told. A. entered Germany in the summer of 2015 and remained a member of IS until January 2021.

According to the indictment, he collected donations in Germany for female IS members imprisoned in Syria. In total, A. forwarded funds amounting to around 10,000 euros to IS in Syria via intermediaries. He was also involved in the smuggling of IS women out of Syrian prison camps. The man has been in custody since July 24, 2023. He had previously been in custody since January 2021 on other charges.

A spokeswoman for the Higher Regional Court in Düsseldorf said that a decision on the opening of the main proceedings would be made quickly within weeks.
